A Research On The Function Direction Of Local Educational Research Department

Under the situation of the departure between the educational scientific research institute and the teaching research department, the educational scientific research institute is not welcomed by the primary and middle schools. The institute and its stuff have a little connection with these schools , so they lack the ability of solving the problems existing there. Recently, the work of educational scientific research institute is improving, but in fact, it is a formalism. The institute is busy doing some administrative work, thus bringing down its ability of studying and solving some teaching problems. Therefore its existence and value are questioned by middle schools and some educational administrative departments.At present, the reform and development on education provide a broad space for the educational scientific research. It is a perfect chance for the local educational institute to win an important position in the society. This article will focus on what the local institute does , why it exists and where the main work lies. I try to sum up experience and analyze some questions about the management and development of"shi wu"educational research topics and the teachers'need of educational scientific research in Qingdao city. I try to find out how the local educational scientific research institute promotes the development of research in schools.We think the function of local educational scientific research institutes lies in the practical character, which means their work should change the direction from administration to service. The local educational scientific research institute must improve the teaching quality and the teachers'professional development. Thus, the local educational scientific research institute should create a scientific research model of the combination among teaching, studying and researching at the base of schools. It also should improve and spread the teachers'educational experience accumulation model, carry out the research topic promotion strategy in order to improve the efficiency of research, which coordinate the educational research acts between school and teachers.
