Educational Technology has up to now experienced three stages: Audio Visual Education, Audio-Visual Education and Educational Technology. Its characteristics and the function of its department constantly varied along with the time, the development of science and technology and society's progress.Along with the progress of science and technology and the popularization of multimedia computer, the construction of multimedia classrooms and network instruction system has been gradually perfected, and most teachers has few difficulties in using pure technology of education. Consequently, the work of educational technology department should turn to research on modem education regulation that mainly takes the intelligent technology as the main body from assisting instruction that takes the service for pure technique as the main body. The strength it exerts lies in the realization of the organic conformity of modern education theory and the new technology. However, besides those key universities, educational technology departments in most ordinary universities have not accomplished the switcher yet and haven't displayed its core function.At present, the function overlapping of educational technology department and the school administration office, the hub, the library and the courtyard is serious, so is the phenomenon of the building redundant project between them. The indirect proportion of the massive funds investment and the lower benefit has also restricted its development, appearing the cancellation, splitting and reconstruction.This article makes a new orientation for educational technology department in ordinary universities according to the core theory of educational technology based on investigation general analysis. Educational technology department should be managed by educational administration to be the core base of college-based instructional study.
