The Cheung Kong Scholars Programme was jointly established by China's Ministry of Education and the Li Ka Shing Foundation to raise the competitiveness of China's higher education in 1998, to groom outstanding talent and promote the country's development. Its main objective is to further improve China's standard of education and intellectual competitiveness through the training of the country's best and brightest young minds. The programme which includes the chairs of special appointed professors, the chairs of lecturers and Cheung Kong Achievement Award is also aimed at attracting and selecting outstanding young and middle-aged scholars, both with the domestic and foreign Chinese outstanding person,and helping them become world-class academic leaders so as to attain and surpass or maintain the advanced world levels in their disciplines. The Programme attracts those persons to join in the university key discipline construction, surpasses the international advanced level, trains and accomplishes the leaders in a scholarly field which one batch has the international leading level, by rapidly sharpens the Chinese university's in national innovation system and in the international on academic status."The Cheung Kong Scholars Programme"originated in1998, its has the main content, the goal objective, with two stages altogether seven issue of situations which already implemented to 2005.This article summarizes the"Cheung Kong Scholars Programme"has the main achievement : as the scientific research reward by the social function innovation, it attracts and cultivates the high level innovated and talented person and the innovation team, manages the movement mechanism innovation as the talented person, promotes university personnel system reformation, takes the innovation in the university science and technology reward system, finds the new pattern in the university science and technology incentive system. The research since discovered this plan has problems in the management of appointment, in the management of inspection, and in the management of funds. That the author of this article proposed the corresponding improvement methods are: The quotation of theory achievement in the research of science and technology reward, the enhancement of appointments in the program according the profits from the western advanced countries experience about the scientific nature; the enhancement of inspection and fairness by use the essential methods in scientific research management, to strictly supervises and manages the scientific research necessary funds.
