With the science and technology developing and society progressing, high quality housing is required. However, for some reasons, quite a lot people are still living in the group-renting dwelling houses in large and medium-sized cities and they live a life which is not in harmony with the development of cities. At the same time, most houses have not been designed for the condition of group-renting accommodation, therefore, the shortage of kitchen installation, sanitary equipment, water and electricity fittings has resulted in a series of social problems, such as violations to the rights of the neighboring owners, emergence of hidden danger, difficulty of estate management. The group-renting dwelling phenomenon emerges in house tenancy management has become one of the hot issues for the moment, and drawn attention of social sectors including scholars, lawyers and government administration departments. However, the research and knowledge to the new social problems are still in the early stage, no matter for the theory circle or the management departments. Therefore, it is important to specialize the problem and put forward countermeasures, to ensure the safety, order and harmony and it is also with some academic value.The thesis takes standpoint of the public administration to study the group-renting dwelling phenomenon in managing house tenancy in urban areas and make demonstration and case studies and at the same time comparing with major cities in foreign countries, the writer comes up with core of the thesis, which including: first, it's common to have group-renting dwelling phenomenon in the progress of urbanization, the essence of which is illogicality between floating population and the shortage of houses in urban areas. Secondly, the group-renting dwelling phenomenon brings up challenges to the public administration department, so the government should perform its obligation to public affairs, take responsibility for public housing, and manage the group-renting dwelling phenomenon by the way of drawing up public policies and reinforcing public administration. Whether we can solve the problem effectively based on settling people with medium and low income and satisfying the demands of different groups. Only in this way we can live a harmonious life and speed the building of harmonious society.The thesis includes following four features:1. The subject is about a hot issue in public administration. This thesis takes a study about group-renting dwelling, which having a close connection with daily life of common people, and probes into government function in managing estate market at a view of public administration. All above-mentioned is of importance to protect civic housing rights according to constitution, reform the housing system in urban areas and push ahead building of the harmonious society.2. The thesis is special for the subject's initiative. Since it is a new hot issue in public administration, there are few studies about it. The standpoints of these studies are quite different, almost without any research information or data to be referenced. So it is not easy for the writer to do such a research, which requires a kind of courage. 3. The special feature is to fully make use of the most of method of demonstration researching. By applying data released by authorities in recent years and investigated by the writer with the first-hand materials obtained from Shanghai housing administration department and talking with group-renting dwelling tenants, the feature of demonstration stands out and the conclusion of the research becomes more convincing as well.4. The thesis is special for the countermeasure which is directed at the issue. The writer investigates the reason of the phenomenon in many ways, which combined with experience when working in housing administration department and making it possible to come up with measures to strengthen group-renting dwelling administration.The framework of the thesis includes following five aspects:The first chapter is about why and how to bring up the question, the background of the thesis, current situation of the issue, along with scope and method of the study. In this chapter, the writer expounds features and blazes new trails and also defines the concept of group-renting dwelling.The second chapter is about analyzing the categories and forms of group-renting dwelling from a subjective and objective view. The writer not only probes into cause of the group-renting dwelling, but also sums up and comments on social problems which are caused by group-renting dwelling.The third chapter is about making an international comparison. The writer introduces measures they have taken in solving the problem of housing, especially for people who have a medium and low income, based on comparison with current situation of house tenancy and group-renting dwelling phenomenon in foreign countries, whose experience can be used for our reference in group-renting dwelling administration.The forth chapter is to discourse on group-renting dwelling administration theoretically. The writer makes comments on the main standpoint of administration theory and probes the group-renting dwelling administration under the background of converting government function. In this way, we can understand the government's value orientation and route in group-renting dwelling administration.The fifth chapter to put forward some suggestions and countermeasures to improve administration to group-renting dwelling phenomenon by government from an angle of combining theory and practice, that is: first, to realize government's role in group-renting dwelling administration, secondly, to strengthen government's function and responsibility in administration; finally, to give full play of the government's function to coordinate in administration.
