As a national-grade important vocational school, Le Shan No.1 Vocational High School has had the greatest esteem for Competence-based Education Reform (CBE) since the very beginning of this century, in order to change the state of disability in learning traditional knowledge-centered system and to improve operating competence and occupational ability through the training of detailed technical competence items. That's to say, the guiding ideology is"Cultural courses serve specified courses, while specified courses must meet the needs of employment."and"Learn from the audio-visual to the abstract aiming at skilled application." Chosen to be the main content of English course reform by this School, Dynamic English has its theory sources and practical basis that meet the demand of the trend of CBE in the vocational field. It is grounded in traditional linguistic theory and has got its own Chinese features. There are two core techniques in its system. One is Orthographic Cipher and the other is Dynamic English Platform (This thesis refers to only its beginning part: Xiao Hepian).The first one was inspired from Chinese sound writing system: Pin Yin. Li Ruyun developed the term: Uninterrupted Sounds, which cover 80% of all sounds and have applied patents in America and China. The cipher explains how to decode the inner structure of sounds with phonological awareness in the form of letter-sound correspondence, and clearly makes it clear that the cipher is different from phonics, which has long existed but still failed to settle the problem of reading disability. Its theory system takes in the present basic sounds of American English language and such knowledge as affix and stress. Take"target"for example, it consists of two uninterrupted sounds and one scattered consonant as the following: tar-ge-t. Each vowel and the very consonant before it make up an uninterrupted sound. The stress of the word is also vital, so telling which sound should be stressed would affect if one could pronounce a word right. Generally, the last syllable for single-syllable words, the last second syllable for double-syllable words and the last third syllable for multiple-syllable words should be stressed. So we sound this word"‵tar-ge-t".The other technique is named after Chinese Multiplication Table, because it has got the same feature of automatic creativity or productivity. On the base of one core sentence (special deep structure), more surface structures are produced according to a special understanding of Chomsky's Transformational-generative Grammar. To our surprise, all of these sentences are structured into a special dialogue named Xiao Jiujiu, which is like a walking stick of the whole Xiao Hepian. On the base of more Xiao Jiujius, Li designed longer dialogues named Road Line Map following a certain logical connection. Xiao Hepian also provides Summary Reports (soliloquy), passages used as reading comprehension, and many writing drills as well. Here is the goal of Xiao Hepian: gain an infinite linguistic competence; internalize a finite sample of speech; with a finite linguistic experience; within a finite period of time.For vocational students, orthographic cipher seems familiar and closer to what they have known about Pin Yin, so they can read special terms directly by recognizing letter-sound correspondences refined from regular words, without the disturbing of any other sound writing systems. Thus, the cipher is significant for the reform of English for special purposes. As for Xiao Hepian, it's the best-intensified training strategy to offer countable training quantities in the shortest time until trainees reaching accuracy and automation. The above two are suitable to promote vocational students to"Do it well before you know it well"and form real word-recognition ability and spoken English competence, according to the principle of learning"practical and sufficient"skills. So Dynamic English is really what the reform of competence-based vocational English education wants. This thesis describes some features, problems and ways out of this unique reform on the base of careful observations and analyses of Dynamic English's applying at this school. It also predicts the trend of reform that we should make use of school-based lectures creatively and lexically.
