| Innovation is the soul for a race to progress,the inexhaustible motivation for a nation to flourish. To carry out the struggle objective of building an innovative nation, we must go deep into carrying through and implementing the strategy of building China into a powerful country on talented persons, we must develop and educate large quantities of elitists with modern scientific and technological qualifications and creative abilities, we must race to control a commanding point in the world new scientific and technological revolution. Universities and colleges are the main forces to rejuvenate China with science and technology as well as the important component part of the system of scientific and educational innovation. Although China has put forward the objective of developing innovative talent, there are lots of problems with the current education system, also there are lots of malpractices with the university education. To reach the goal of developing and bringing up talent, and to guarantee talent supply for an innovative country, we must build up a new mechanism applicable to the development of creative talent, to scoop out people's creative thoughts, creative abilities, creative personalities and frontier spirits to a maximum by adopting scientific and efficient education methods and means.In this paper, the writer, reorganizes the related concepts of developing creative talent, elaborates the position and role of the universities and colleges in the process of developing creative talent, analyzes the drawbacks and shortcomings of the existing mechanism to develop creative talent, and puts up with some effective modes and ways according to our national situation for the universities and colleges to develop creative talent.This paper falls into four parts. The first part is a preface, in which the writer introduces the reason and significance of the research made by this paper, the way and method to make the research, and the current research condition at home and abroad as well as the definition of some related concepts.In the second part the writer mainly talks about the position and the function of developing creative talent by the universities and colleges.The writer expounds the function of the creative talent in constructing a creative country, the position of universities and colleges in developing creative talent, and the problems with the universities and colleges in constructing a creative country.In the third part the writer analyzes the present condition in the development of creative talent by universities and colleges. The writer affirms the work done by our government and universities and college in developing creative talent, in the meantime, the writer analyzes the shortcomings in the work as follows: the creative education principle has not really established; the developing mode is monotonous, the teaching method is backward; the academic arrangement is not quite proper and lacks characteristics; the financial investment is insufficient to seriously restrict the implement of developing creative talent; the evaluative system is not beneficial for innovation.In the fourth part, the writer talks about the way to choose for the universities and colleges in developing creative talent.
