| Employment is the greatest livelihood,while talent is the first resource.This paper selects the important work "I choose Hubei" talent plan in the field of Hubei Renshe,and takes the implementation effect of the talent plan as the research object.In order to guide more college students from the province to stay in Hubei and more outstanding graduates from outside to come to Hubei to develop,promote the implementation of the "13th Five-Year Plan" of the province and provide talent support for Hubei's development,"I choose Hubei" talent plan to innovate the mechanism for attracting talents and smooth the flow of talents.We will build a platform for practical training and promote the development of a personnel service system.We will implement "I choose Hubei" from nine major measures,six major policies,and three major activities.This paper briefly discuss the background,significance and expected effect of "I choose Hubei" plan,and analyzes the advantages of the implementation of "I choose Hubei" specific measures and the current implementation status through the methods of literature research,experience summing up,and questionnaire investigation.Using the evaluation model of achieving the goal,this paper investigates and analyzes the practical training of the target college students and the employment and entrepreneurship of college graduates.The main problems in the talent plan were that the target was more important in quantity than in quality,the measures were not detailed enough,the service guarantee was not systematic,the publicity coverage was not comprehensive,and there was no effective evaluation and assessment mechanism.The reasons include the utilitarianism of ideas,the limitation of objective conditions,the lack of strict accountability,and the imperfect publicity and supervision and evaluation mechanisms.Based on concrete work practice and thinking,this paper puts forward suggestions to promote the implementation of "I choose Hubei" plan,such as basing on long-term accurate recruitment,refining measures to build a docking platform,improving supporting policies,establishing a propaganda Matrix,and improving evaluation and supervision systems,so as to provide some reference for promoting similar talent plan. |
