At the times of economy and social development growing quickly and people change occupation frequently, now it is the focus of vacational education that how to help students from the secondary education stage smoothly to post-secondary education and employment. At the beginning of the 20th century, with the STW (school-to-work) movement being out from the American history stage, meanwhile finding many shorts of the technical preparatory education, getting the lessons from the past, the US Department of Education launched the CCTI (The College and Career Transitions Initiative), which not only concerned about the transition school to work, but also concerned about students in the education process of sustainable development. According to this context, this paper will concentrate on carding and analysing the CCTI.The Paper is divided into six parts. The first part will discuss the social background of CCTI, including the international and domestic context of the background. Prevalence of the concept of lifelong education and the impact of economic globalization is the international background of CCTI. Regarding to the domestic background, the lack of technical preparatory education, STW Campaign terminated, the changes in the labor market, student academic performance is not satisfied, there was lack of connection between middle schools and post-secondary education will be dicussed.The second part is mainly care about the objective of the United States CCTI project and a description of tasks, including five goals and six tasks.The third part is on the implementation of the CCTI. Paper will discuss the implementation of the basic conditions, including high school guidance and high school graduation requirements, high school and college connections and two-year colleges and four-year universities connect several aspects; proceeded to the implementation of key strategies - career paths (career pathways) and the conditions of the key factors. Finally, analyse the successful experience of CCTI implementation and the problems still exist. The fourth part is on the CCTI security system. This has three main legal protection, that is, "Perkins Act III" (1998), "can not allow a child behind Bill" (2001) and "Perkins Act IV" (2006), as well as two aspects of social security, that is, employer participation and venues cooperation.The fifth part will summarize the 15 stragies of CCTI cooperation to achieve the career pathways, which focuses on two typical pattern - Independent Colleges and collaborative model.The last part is on the status of China's vocational education ,and the inspiration we can get from CCTI.
