The Study On Population Transfer Characters And Planning Policies In The Urbanization Process Of Chongqing

Population transfer is a sort of social complexity phenomenon. It effects on national economy and people's livelihood, so as to attract the high focus from all walks of life, for it deals with guiding the ordered flow and reasonable distribution of large scaled population transfer in urbanization process, realizing the effective resources allocation in different areas, and finally realizing the organic unity of population development, economy invigoration and social advance by combining distribution of population and productivity.Currently, owing to the further development of united planning of urban and rural areas, the large scaled population transfer has emerged, however, the thorough transfer is very slow, which leads into such a kind of circulation that large volume of rural immigrants become urban residents while large volume of whom come back to be peasants, that causes the urbanization rate stuck to a tardy enhancement.The research chooses Tongnan, Hechuan, Wulong, Wanzhou and Kaixian as typical cities to make sampling research. Every city chooses some offices, towns and villages as sampling targets, including 14,024 families composed by 50474 residents that occupy 1% population at total.According to the different situations and development conditions of "one circle two wings" area, this study proposes population hierarchical transformation mode of one-hour economic circle. Namely, at the background of socialism marketing economic development, there is a reasonable flow tendency that population transfers to cities and non-agricultural fields, which forms the hierarchical flow pattern during this process, that is, rural population transferring to small towns, county towns, regional central cities and metropolises. Meanwhile, the "two wings" area adopts tran-hierarchical transfer mode, that is, rural population directly transfers to economy and culture developed citiesThis study combines the present situation of Chongqing, the proposed planning policy for reasonably guiding transfer population settle down in urban area includes: Strengthen the integrity power of urban area, deepen the planning compiling, consider the transfer population as a part of the whole, coordinate regional development, lead reasonable population transfer, strengthen the construction of tech parks, help transferred people find job, guide housing construction, help immigrants settle down, strengthen education boost, improve the quality of transferred population, guide rural construction and local transfer, complete corollary equipment system, accelerate factors flow between urban area and rural area, eliminate system roadblocks, and boost system and policy reform.
