Research On The Planning Path Of Population Citizenization Under The Background Of New Urbanization

The current new urbanization development in China is based on human-centered urbanization.The purpose is to rationally guide the population movement of the “three types of people”,that is,to rationally guide the migrant workers,the residents of Chengzhong Village and Chengbian Village and shift the employed population in place.Reasonable mobility and orderly advancement of the democratization of the population.On the basis of analysing the urbanization of Qingzhou City,based on the current characteristics of the development of urbanization,the prediction of the size of the urban population will be made,and four planning paths including demographic goals,construction inputs,urbanization costs,and district guidance will be proposed.Provide strategic suggestions for the development of Qingzhou City's urban development strategy.The research content and results include the following aspects:(1)The foundation of citizenship Analyze the basic conditions for population urbanization in the study area from the five aspects of the economic and industrial base,urbanization,population,resources and environment,and urban facilities.The results show that Qingzhou City has a good basic condition for urbanization,Qingzhou has a good economic and industrial base,strong economic strength,a high level of urbanization development,and a large capacity for urban development.It has a relatively reasonable population structure and a high population quality.There is also a problem of large per capita resources and rapid urban land expansion,which leads to the incompatibility of land urbanization,industrial urbanization and population urbanization.(2)The characteristics of urbanization development Through the analysis of the status quo of migrant workers in Qingzhou City,the original residents of Chengzhong Village and Chengbian Village,and the in-place transfer population in rural areas,the study finds that the urbanization process in Qingzhou City has a large number of residents,a large scale,and a large surplus rural labor force..The urbanization of population in Qingzhou City is dominated by the local population,and the pattern of shift gradients in the process of democratization of the population has basically taken shape.However,there are certain institutional obstacles and economic obstacles in the process of urbanization.(3)Urbanization population scale Using the comprehensive growth rate method,the proportion of population proportion method,and the proportion of regional GDP method and related planning algorithm to predict the target value of population urbanization in Qingzhou City from 2018 to 2020,the measured value is similar to the value of the population to be urbanized in Qingzhou City at the current stage.Therefore,the predicted value of the scale is relatively reasonable.It is determined that the urbanization scale of Qingzhou City is 134,200 people.(4)Urbanization planning path The planning path includes the promotion of the target division of the population for the year,the construction investment,the cost of citizenization,and the guidance of the district.Among them,the target value of urbanization prediction is based on each sub-district office and town sub-district.The construction input includes residential area and area of public service facilities.The government,enterprises,and individuals share the cost of urbanization and establish four types of population distribution areas.According to the existing obstacle mechanism issues,the tactics and suggestions for implementing the democratization of the population are proposed.
