In deepening the reform of the management system of higher education, the function of the educational intermediary is shown especially day by day. The government is in university's management"Fade out", the ones that mean to educational intermediary's organizational management"Deepen". How to deal with the relationship between school and government, university and market, have been a key question of perplexing higher educational reform of our country all the time. Developing the educational intermediary can be regarded as a kind of effective way, the development of the western educational intermediary has already offered the experience. The democratization, diversification, and the popular trend of the people's demand to the higher education, are expedites the development of the educational intermediary. Regard"China's educational reform and development outline"which the State Council issued of 1994 as the opportunity, the flourishing tendency has appeared in the development of the educational intermediary of our country, the educational intermediary is playing a more and more important role in the field of higher education, especially play a very great role to the transition of government's function. In management for higher education, the government will rely on the educational intermediary to pursue its executive decision better, more effectively, not only realize guarantee the autonomy of running a school of the university it manages purpose of the institution of higher education but also. The educational intermediary embodies a kind of participation managing higher education to the government, supervises and restricts. Meanwhile, certainly the government will adjust the control and management to the educational intermediary too. Not only guarantee its essential autonomy condition, but also can carry on effective management to it, this is a new problem in management for higher education. This text on the foundation of the comparative study to Chinese and foreign educational intermediaries through the relevant theories of the educational intermediary, analyze the current situation and extant questions of the management education intermediary of the government, then propose several tentative suggestions that the government should adopt to educational intermediary's organizational management, in order to build the good environment of educational intermediary's sound development.This text is divided into three sections:The first one have carried on the summary to the educational intermediary, and has carried on comparative analysis to the development of Chinese and foreign educational intermediaries, use the experience of the foreign management education intermediary of developed country for reference, has offered the corresponding countermeasure for the fact that our country developed the educational intermediary.The second pat will start with the necessity of government to support, foster and manage the educational intermediary. Then analyze the current situation of the management education intermediary of our government emphatically, and has dissected the extant question to educational intermediary's organizational management of the government deeply, for proposing the corresponding countermeasure.On the basis of analysis described above. The third section will propose the constructive suggestion on the management of the educational intermediary in improving our government.
