Higher education evaluation, as an important means for macro managing andregulating of higher education by the government and its education administrativedepartment, has a very important role for assurance and improvement of the highereducation quality and is widely attended in the world. The government always has adominate role in China’s higher education evaluation system. It directly organize andparticipate in the evaluation, and control the whole process of the assessment. Theuniversities and evaluation intermediary agencies are in the subordinate status. WithChina’s higher education system reformation and the development of higher education,this evaluation mode shows serious problems. And it already cannot satisfy the demandsof higher education development. Therefore, the roles and functions of the governmentand evaluation intermediary agency in the current higher education evaluation system isinvestigated and analyzed in the paper. The relationship between them and the existingproblems are also researched.Firstly, concepts and theories of higher education evaluation are described. Theconcepts include higher education evaluation, evaluation intermediate agency andgovernment, and the theories include governance theory, inter-organization theory andthird department theory, which lay a foundation for the following research.Secondly, the role and functions of the government in higher education evaluationis analyzed, then problems of the government and the reasons are both deeply discussed.Thirdly, the spring up and development of Chinese higher education evaluationintermediate agency are described, and the functions and status of it are also analyzed.Then It’s existing problems and the reasons are intensively discussed in the article.Fourthly, cases of several main international relationship types between government and education evaluation intermediary agency are described and analyzed,and their common features are summarized.Finally, the current situation of the relationship between the government andintermediary agencies in Chinese higher education evaluation is discussed. And theproblems in the relationship and the reasons are deeply analyzed. On the basis of them,the suggestions on how to correctly handle the relationship between the government andintermediary agencies in Chinese higher education are proposed.
