With the development of socialist market economy, transformation of the government functions and the further promotion of reform of the educational management system, the degree of participating in and managing education by all social circles is deepened gradually, the educational management measure is transformed gradually from direct administration management by government to indirect management depended on such social power as the social intermediary organization, etc. This social background indicates that educational management and development will rely on effects of educational evaluation more and more in our country, and the market society holds out more and more expectations and demands to educational evaluation too. To meet these demands, specialization of educational evaluation and establishing specialized educational evaluation intermediary organization (EEIO) become increasingly an important study of educational administration reform in our country naturally. But the EEIO in our country originates so late that study on it is not much. And study focuses more on the field of higher education than the basic education. However, innovation of educational evaluation system in basic education also needs the specialized intermediary organization. On the basis of researches conducted by domestic and international scholar, this dissertation makes a systematic research on the cultivation and establishment of the EEIO on basic education in our country, hopes to help the research of the EEIO and innovation of educational administration system in our country.The whole dissertation includes four parts:The first part is the introduction. This part introduces background, basis, purpose and significance, theoretical foundation and current situation of research, and defines the research thought and method on the basis of these above.The second part mainly devoted to systematic research on relevant theories of EEIO as the conceptions, characters, status and functions; and also briefly analyze current development situation of the domestic and international EEIO,and also the existing problem and influence factors of the EEIO in our country.The third part stresses on the existing problem of educational evaluation on the basic education in our country, and systematic analyzes significance, condition and operation (nature, function, operational pattern and management) that the EEIO establishes in basic education in our country.The fourth part is study on the countermeasure. This part mainly puts forward a series of countermeasures and suggestions about how to cultivate and develop effectively EEIO in our country, such as the concept of changing; accelerating the transition of government's function continuously; strengthen self-building; deal well with relationship between the EEIO and government, society, school, educatee and the same evaluation organization; strengthen legal establishment of intermediary organization; strengthen the power of policy support; the type and functions of the EEIO should be diversified; strengthen the research and international communication of the EEIO; strengthen meta-evaluation of the EEIO; and so on.
