The Aging of the Population deeply influences the healthy and sustainable development of the national economy, and is also affinitive to the public interest. As is estimated, it will be more expansive and severe in the coming 50 years. In order to deal with series of problems causing by the Aging of the Population, most countries in the world have taken actions, of which the development of the senior talent resources is one of the most important solutions. It is significant to accelerate the Socialist Modernization to research into the development of the senior talent resources and make use of them to the maximum degree. And it is a need of facing the challenges of the aging of the population, applying the Scientific Outlook on Development as well as buliding the Harmonious Socialist Society.However, the development of the senior talent resources is a project of Systems Engineering, being restrainted by various elements. At present, the problems, such as underdevelopment and unbalanced growth, unsuitable supporting policies, imperfect Labour Marketing Mechanism, disunited leadership and superficial investigations on the strategies of the Aging of the Population are now still existing. Thus, this paper puts forward several countermeasures, and presents the core aim of premoting of the development of the senior talent resources.The paper analyzes the implication, the current state, the necessity and the feasibility of the strategy by illustrating the general situation and the social background of the Aging Population, and then presents the constraints , learns successful experiences of other countries, applies systematical theories and methods of the Public Administration, finally brings forth the integral approaches of this strategy so as to make suggestions for the government.
