In the context of global economic integration, national development and progress of the competition and the challenges faced by countries around the world. Science and technology represents advanced productive forces in the world today, developed countries are to be able to master advanced research industry long-term leader in other less developed countries and regions, the nature of the trial of strength between the countries is the level the countries talent of amount and quality of the competition. As a developing country, China after the reform and opening up30years of history, the country’s economy continue to high-speed development, has now become the world’s second-largest economy, the national standard of living improved every year and improve, in front of the encouraging results, China need to face a more complex situation of the domestic and international. In fact, China’s precipitate economic index and per capita living standards lag far behind the developed countries; China can improve and enhance the space. Implement enhance the specific implementation of the tasks of national strength, China’s talent, with the industry in various fields of human resources, China’s position in the international arena may have to get progress.This thesis is to study the personnel policies related problems. By studying the development and management of talent resources policies of the United States and India, to provide theoretical support for human resources development and management policies and basis. After finishing and thinking through access to relevant information and documentation from the human resources development, introduction and use of three aspects were analyzed to identify the development of human resources management policies in the United States and India can learn from the strengths and lessons.
