Research purpose:The paper,from the whole present situation of clubs in our country. Analyzes the background and necessity, researches the relational factors and contents of club,sums up the operation mode, in order to the scientific and feasible manipulation measure of operation mode system of public sports clubs with basketball.Research methods:Operation mode system of public sports clubs with basketball in LianYungang is studied. The paper,with the methods of literature reviews, interview, questionniaire investigation, comparing and analyzing ,statisticing and case studies etc, analyzes the organizational management , fundraising pattern, building the sports equipment, develop member and activities, propaganda ,etc .about public sports clubs with basketballResearch conclusion:At present, the operation mode status of 12 public sports basketball clubs in LianYungang with civil administration department enroled is well,operation mode characters are as follows.1Present features :the clubs of all are sports organizations of public welfare and non-profit. The coaches and players in the clubs are amateurish,The coaches and players aren't labor payment;the wise of collecting funds is multiplicity,receive social donation, the bill is the receipt of institution and it don't pay tax; the club has young sports team, brand of itself and more people,become stronger of public sports with basketball ,which is development direction.2Good mass foundation and service concept of human-oriented are the developmental factors of public sports clubs with basketball in LianYungang3Operation mode system of public sports clubs with basketball in LianYungang is rather perfect ,including a macro operational mode and a micro operational mode of clubs.and defines their functions and responsibilities respectively.A macro operational mode is four systems what are decision-making system, administering system, monitoringsystem and feedback system.A micro operational mode is six operation mode which refer to: (1) financing for clubs; (2) building the spots and equipment for clubs; (3) strengthening the instructors for clubs; (4) management of clubs; (5) concrete operation of clubs; (6) socialization of clubs. This mode provides theoretical and methodological support for the smooth foundation and development of public sports clubs with basketball in our country.
