Research On Subsidization For Impoverished Graduate Student In Colleges And Universities Of Hubei Province

Higher education has got rapid development in our country,and the total scale has fulfilled a historical breakthrough in these years.More and more people have seized the opportunity to enter universities to get further study.At the same time,in colleges and universities the number of economical impoverished students also increases day by day.This situation is not only students' individual questions,but also the questions about educational justice and the construction of harmonious society,the questions about stability of universities and society,the questions about national development.Just like other countries in the world,in different times,our government has taken many measures to support graduate students who surfer financial problems,and fortunately the result is remarkable.However,people know little about the number of graduates in colleges and universities with financial difficulties.Hubei is located in the central part of China,having many magnificent colleges and universities.In February 2007,the Hubei Provincial Education Department released its statistics,which proclaimed that in that year,colleges and universities in Hubei Province had 75,900 graduate students,of whom 59,600 were master's degree. And the scale is ranked forth in the national wild.Facing with the large group of graduate students,it's a significant way to comprehend their living conditions and their receiving funding situations to try our best to cope with this problem.In this article,the first chapter,the author uses the literature research method, and introduces this selected topic's background,then uses research technique and the other research results.In the second chapter,and then the author try to use economic,pedagogy,and psychology related knowledge to limit and analyze some important concepts and introduce the impoverished graduate student's characteristic emphatically.The impoverished graduate student is a difficult community,many system factors and the non-system factors create the pressure and the lack of material exist everybody. What the main performance of this community's characteristic is that other people know little about them and they have no attempt to change such situation;they have severe pressure;and they are desirable for independence seriously.At the same time, this chapter also introduces the developing process which is in the advanced countries and our country's graduate students subsidize.In the third chapter,the author conducts a questionnaire survey and interviews to understand the living condition and receiving funding situation of graduate in Hubei Province universities.The result of survey showed that 67.8 percent of people believe that the current funding for graduate student didn't work effectively;and about 80 percent of people said that they were not satisfied with the implementation of the work.The result is not optimistic.The current impoverished graduate student funds exist the subject matter are:the subsidization policy are too little,the subsidization has no authority basis;the subsidization object is not clear enough,we want to differentiate the outstanding community and the difficult community is very difficulty,the subsidization fund and the reward fund are unable to display their effects;the subsidization main body is unitary,the sole subsidization main body causes the subsidization sources of fund to be unitary,the majority subsidizations provide by the government and the colleges and universities;subsidization dynamics is insufficient,it unable to satisfy the development need of the major part individual;Subsidization means are imperfect,adopts means which allocates in proportion as the undergraduate course,the faculty student,neglected the difference with absolutely impoverished and the relatively impoverished difference and so on..In the fourth chapter,the author will discuss the countermeasure to solve the problems which are found in the subsidization for the impoverished graduate student emphatically.If we want to solve these problems,we could follow those principles: at the same time,impoverished students and the outstanding students are helped,try to help impoverished students at first;the government and the society also act,the government is responsible to guide some events,overall plan work;free subsidization and paid subsidization are used at same time,the subsidization fundamental mode is the paid subsidization.Based on these,this article attempt to find means for this work.For example,before entering the colleges and universities,the teachers are responsible to examine the qualifications of subsidization;reduced the free subsidization proportion;used tutor-subsidizing System and so on,The above content maybe have the enlightenment for subsidization of impoverished graduate student in our country.
