Based on "human capital" theory and "sharing the cost of higher education" theory of the world regarded higher education as an important socio-economic development "investment", this was the rapid development of higher education. With the development of higher education around the world, students become a worldwide topic of funding, so poor students in higher education system with Chinese characteristics, not only the subject, but also with the development of higher education in the common world.Book from the promotion of efficiency and equity of higher education point of view, summed up the international system, the general characteristics of national student and has since focused on the basis of the representative of Japan as the developed countries and the characteristics of its national student system has done for , in-depth analysis and mining, and summarized the theory and practice in this frame of reference, the control characteristics of China's national student system, and reflect on them as far as possible be improved.This study is divided into four parts, the first part of the introduction. The third part of Japan's national student system, the basic characteristics of the system and the successful student experience. The fourth part of higher education funding policy in the national scholarship and the basic characteristics of the national student loans, and by comparison with Japan and other countries, that the system of higher education student weaknesses and possible direction of reform.
