In today's world, technological progress and knowledge innovation gives great contribution to the growth of the economy. University shouldered the important tasks of knowledge and technological innovations, and a special mission of strategy of relying on science and education to rejuvenate the nation and talented person powerful country. High-level personnel as the University of adhere to the philosophy and objectives of the practice, is an integral part of the core competitiveness of the main components of the University. To accelerate the construction of university of high-level personnel , is an inevitable requirement to implement this strategy the country through science, is the urgent needs in the face of the new era of international competition challenges, is higher education reform and development of the internal requirement ,is the key to build high-level university link.To speed up the construction of University high-level personnel, the Ministry of Education implemented a series of high-level personnel plans, gradually formed an attractive, stable, and gathers high-level talent and gives full play to their role in the system environment of the University. In the past few years, recognizing high-level success of the development of qualified personnel in college, we also soberly aware that subject construction of China's colleges and universities, academic level and the level of advanced countries in the world still lags behind the national economy, Social development and progress of science and technology knowledge contribution rate is still relatively low. High-level personnel of the overall quality and innovation capacity still can not meet the requirements of the new era; it is a small number of excellent top-notch talent and high levels of innovation, In particular, The Master is a serious shortage of talents, which are bottlenecks of constraining the development of China's higher education and high-level university construction and the construction of the contingent of high-level personnel.Faced with the University of high-level personnel construction deficiencies, we need consider China's actual conditions in the development of higher education, learn the useful experience from developed countries in the University of high-level personnel construction, to accelerate the China's University high-level personnel construction pace.
