"The minority of high-level talents project" is a great creation of Chinese national personnel educating policy. It is also an urgent political task for the Party and the country to promote the common prosperity of all ethnic groups, to safeguard our national long-term stability and unity.This project has been implemented for only a few years since2006, which is not long. So far, related research on the project is relatively small and not very systematic. A lot of problems have not been reflected because of the particalarity and complexity of the project itself, and also because of those restricting factors affecting the implementation of the project. Therefore, in order to direct the design and implementation of our national policy scientifically, it is urgent to analyze and summarize the typical contradictions in the policy, and try to find out their regularities, and also to figure out the problems in the personnel educating policy from a global point of view.The study takes the following requirements of the personnel educating policy as a starting point to do the research, namely "directed enrollment, direacted cultivation and directed employment". The whole paper is divided into the following seven parts:The introduction part mainly discribes the reasons of choosing the topic, the purpose and significance of the research, the necessity and feasibility of the research, related concepts, existing researches, research ideas and methods, etc.The first chapter summarizes the cultivating policies of "the minority of high-level talents project".The second chapter is going to analyze and summarize the current situation of the policy implementation. It includs the following three points of personnel educating: scale and objective, content and form, and management system. The third chapter is going to discuss and analyze the errors in the policy implementation and figure out the causes of the problems. It includs the following five aspects:student origin planning, student selection, personnel educating, use of talents and policy management.The fourth chapter is going to analyze the countermeasures to the problems in chapter three, combining with the directional characteristics of our national personnel educating policy, and to put forward the new orientational strategies to solve those problems.The fifth chapter is going to put forward conditions to ensure the design and implementation of the policy. The first one is to establish a new concept of minority high-level personnel educating; the second one is to improve the enforcement of minority high-level personnel educating policy; the third one is to perfect the guarantee system of the policy.The sixth chapter is a brief summary of the paper. It points out the innovation of the research perspective, method and concept, the deficiency of a lack of literature, a lack of dynamic tracking study time, and problems need further study.
