This paper is the research on the current situation of English education in Shiyan City,Hubei Province.After making the sample surveys on several typical urban and rural primary and secondary schools,the author makes statistics and analysis on the related data.With reference to relevant research results and policy documents,the author summarizes the historical and region characteristics of English teaching in the primary and secondary schools in Shiyan through the investigation:English teaching starts late in the primary schools,and there is great disparity in educational history and teaching status between them,particularly between the urban and rural areas.The paper draws the conclusion that a non-balanced development of English teaching exists in primary and secondary schools between urban and rural areas.As far as the comparison between them is concerned,there are serious imbalances of English teaching in primary and secondary schools.Whether teaching conditions or the quality and quantity of teachers,rural primary and secondary schools are located in inferior position,which results in the huge gap of English education between cities and countryside.Overall,according to the characteristics of imbalance different schools can be divided into three types:the imbalance of teaching staff,the imbalance of teaching content and methods,the imbalance of hardware conditions.These imbalances are caused by various factors,such as educational concept,history, policy and economy.Accordingly,in this paper,the security system of the balanced development was constructed to guarantee educational policy,fund and teaching staff in primary and secondary schools in Shiyan.On the base of the study on the results of the survey,the author produces balanced strategies:First,rationally allocate resources for education in rural English teaching;Second,continuously improve the basic quality of rural English teachers;Third,try efforts to overcome the situation of rural English teaching waste of educational resources;Fourth,reasonably optimizes the quality of rural English Teaching curriculum and language environments.
