Educational Equity is the cornerstone of our compulsory education's high quality and high efficiency. It's an important guarantee to improve the quality of the people. The essence of education equity is education balance. As a major strategic for supply-side structural reforms, balanced development of compulsory education in our country lead the direction of modern educational progress and development. Yuan gui-ren, minister of education, pointed out that promoting balanced development is the key of compulsory education's high quality and high efficiency. we should try to promote the balanced development of compulsory education in the county firstly. Thus, the breakthrough of compulsory education's development is to achieve balanced development. Only realizing balanced development in the field of education can we truly achieve educational equity. The characteristics of China's current economic development is coexisting of rapid development and uneven development. The results of this economic development situation is the unbalanced development of education. And unbalanced development of urban and rural compulsory education is particularly prominent in the scope of county. Although China has adopted a number of immediate initiatives to alleviate unbalanced development of urban and rural compulsory education in the scope of county, the overall quality and level of compulsory education still have a big gap between urban and rural areas. We should further explore effective solutions measures immediately to promote compulsory education's balanced development.This paper comprehensively adopts four kinds of research methods, they are the literature research method, classification contrast research method, field research method and interviews research method. On the basis of referencing previous studies and field research about urban and rural development of compulsory education in Yushan County, and by the angle of combining theory with practice, this paper carries on a comprehensive, in-depth analysis to urban and rural schools' funding non-balance, urban and rural non-equilibrium conditions for running schools, urban and rural school teachers' non-equilibrium, non-equilibrium problems of urban and rural schools teaching quality for Yushan county from 2010 to 2014. This paper also explores the reasons why Yushan County's urban and rural compulsory education are unbalanced development in four areas. They are imperfect in compulsory education's financial inputs, influence of urban and rural "dual structure" system, immature of teacher training and teachers' flow mechanism, constraints of traditional education thought. This paper learns from the successful experience of foreign countries and our country's county. What's more, this paper proposes some strategies to further promote the balanced development of urban and rural compulsory education. They are strengthening the building of government funding mechanisms to ensure investment balance in urban and rural education, strengthening compulsory standardization of school construction to ensure a balanced urban and rural school conditions, strengthening the teaching staff construction to ensure balanced allocation of teachers resource in urban and rural area and strengthening education's information technology construction to guarantee balance in urban and rural compulsory education quality.
