With the continuous development of education in China, the balanced development of education has become a hot issue in the educational research field.physical education(PE) in the junior middle school, an important element of school education, is essential to improve the quality of the chinese nation.due to the historical and pratical reasons, the imbalanced development in PE restricts the modernization of school PE, resulting significant differense among districts, schools and between urban and rural areas. 《Guidelines on National Mid and Long-term Educational Reform and Development Planning(2010-2020)》 puts forward cleanly that balanced development is a strategic task in the education, and it should be achieved first among schools in district or country lever and them be advance.on larger scale. Therefore, promoting balanced development is one of the most urgent tests confronted with chinese school education.Using to study the imbanced development in the urban-rural PE in the ZhiFu District YanTai, the paper using literature review, expert interviews, questionnaires, mathematical statistics and logical analysis, the paper studies and analyzes the funds sources and expending, sports equipment and courts, PE teachers and courses in the junior middle schools in Zhifu District in Yantai to explore and find the inequality and imbalance from the perspectives of PE resources’ rational allocation and balanced development. The study reveals that there is a striking difference in the funds expending, sports equipment and courts, PE teachers and activities of schools in this area. On the basis of the analysis, the paper puts forward corresponding measures for the PE balanced development in this area’s junior middle schools. First, increase PE funds and put them into good use; second, use and improve the current educational resources reasonably; third, spare no effort tp solve the problems of teachers’ salaries and welfares to secure a stable teaching team; fourth, increase the number of teachers and qualified teachers to improve the teaching, narrowing the difference between urban and rural teachers; fifth, set strict management system and strengthen supervisory mechanism; sixth, attach more importance to PE in the schools; seventh, Intensify the development of school-based curriculum, develop more flexible and diverse extracurricular activities and actively hold sports competitions.
