After the July 7 Incident of 1937 breaks out in 1937,with the fact that Nationalist Party's troops goes into a precipitous decline in the frontline battlefield,war situation circumstances.Be trampled on wantonly on the China mainland,the Japan aggressor cruelly oppress the people of China by the same kind of burning,killing and looting, soon they have invaded and occupied halves of Chinese land.Peking,Tianjin and Shanghai fall into enemy's hands consecutively,Nanjing falls immediately next,the national government escapes to Chongqing in a flurry.Wuhan,as a strategy important place,is to become the target of the Japan aggressor,and then Wuhan battle is hit by in dense artillery fire pull open drapery.Since the war breaks out abruptly,schools organ is too late prepare to answer, once the Japanese invader troops arrives,culture and education suffer great losses, school facilities is destroyed,education throughout the country have suffered gigantic loss.In this critical juncture,the National Government adopt a series of educational and other contingency measures,as "maintain normal education," "treat war time as peace time",in the August 27,1937,the National Government promulgated " the outline of supervising education ",requiring " When the war break out,all levels of school and other cultural institutions throughout the country,works of a sedative to the spot for the principle of class"June 14,1938,Chen Cheng was appointed as commander of the 9th Theater and Chairman of the Hubei Provincial Government,began his career in Hubei's ruling.In order to save the theater schools and tens of thousands young students,the authority of Hubei Province establishes the United Middle School in western and northern of Hubei. So,in very critical circumstances,secondary education can continue to operate,settled on youth students and made outstanding contributions to the founding of the Anti-Japanese War Talent.1940 Chen Cheng was in charge of Hubei again,according to the central government directives,implemented the "new Hubei" construction.As the initial work of construction,Chen Cheng decided to implement "Plan of education",by adjusting and adding types of schools,substantially increasing the funding for education,university and high school graduates to implement further studies and employment co-ordination, and further strengthen the discipline system,and other measures to promote the development of education in Hubei.In the efforts of Chen Cheng and the authorities of Hubei Province,Hubei Province has drawn up the five-year plan on primary,secondary,higher education and social development and has made more significant results,the layout of all levels of education in province tend to further reasonable,especially secondary education leapt to the forefront of the country's development,has laid a solid foundation for the later comprehensive development of education.In order to adapt to the war and the needs of the construction in Hubei,under Chen Cheng's auspices,develop and implement a plan education policy,building a set of fairy complete educational system,cultivating a large number of talents,has changed the historical culture and education backward in western region of Hubei,particular,Enshi,to some extent,promote the development of education in Hubei.This paper includes the introduction and six other parts.Introduction describes the cause and significance of the major topics,as well as the current research status on this issue by domestic and foreign experts and scholars.Chapterâ… analyses the theory and implementation of Plan of education,of which the first part analyze briefly introduced the background and educational reasons,the second part analyses the theoretical basis of the Planned education in three aspects,theoretical basis,meaning,the principles and objectives of implementation.The third part describes the content of planned education's implementation in four aspects.Chapter 2 brief analysis the development and changes of the pre-school education before and after the war,in particular,described the development of primary education in Hubei Province during the war,after Chen Cheng's implementation of national education system.Chapter 3 focuses on the migration and reconstruction of the theater middle school after the war outbreak,especially focused on the establishment and rectification of United Middle School of Hubei.Chapter 4 analyses the development of Higher Education in the Anti-Japanese War period.Chapter 5 makes a brief statement of the implementation of the social education of Hubei Province during the war of resistance.In the closing part,give a brief summary and evaluation of the results achieved and shortcomings when Chen Cheng rules Hubei Province,and that of today's education reference.
