The effective teacher evaluation is the beneficial guarantee for teacher's professional growth, optimizing the troops of teachers and improving the quality of education and teaching. However, the teacher evaluation at the present don't bring its functions into play that it should be since its identified direction . The study initiates the effective direction to launch teacher evaluation based on consulting the successful experience overseas and research.The analysis of the research indicates that the identified direction teacher evaluation launches teacher evaluation to achieve the management objectives and less considers teachers'development; that it pays attention to the results of teacher's work but neglects the process of teacher's work ability improvement; that the feedback of the evaluation result impels teachers weakly; that the managers are the evaluation main body so that teachers have less enthusiasm to anticipate the activity; and that the identified teacher evaluation adopts the same evaluation standard versus it less considers the differences between teachers and so on. Teachers believe that the purpose of the teacher evaluation should promote teacher professional development. They hope the poly evaluation subjects that the teacher who is evaluated participate in can be established and they hope to communicate with the people who evaluate them. In addition, they hope to get the information feedback of evaluation result and they advise to build the evaluation standards of individualization.The theories foundations of effective direction teacher evaluation are axiology, pragmatism, postmodernism and human-center thinking. And its new concepts are changing managed direction evaluation and setting its goal to accelerate teachers'development; valuing the differences between teachers and conducting differentiated evaluation; encouraging teachers to anticipate evaluation actively so that it can affect them effectively; and stressing the teachers'subject status in the evaluation and help them satisfy their need of fulfillment.United Kingdom conducted teacher evaluation reform the earliest. It has accumulated rich experience during the probing of effective teacher evaluation. The performance management evaluation provides variously necessary support and help for teachers to improve their teaching ability and level through building the structure of legalization, institutionalization and standardization of teacher evaluation, resulting in promoting teacher's professional development. Both professional growth system and peer assistance and review that implemented in America are to help and evaluate new teachers or those who need help by teacher experts. And differentiated evaluation built several differentiated evaluation standard systems according to teachers'types so that to evaluate teachers effectively. New Zealand formulated three types of evaluation standard according to new teacher, registered teacher and experienced teacher. In order to find out the useful and effective teacher evaluation, there are also much probe in the practice in our country, and developing teacher evaluation implemented in some schools is a good example.To carry out teacher evaluation should set its goal based on effective direction, bring the direction function of evaluation into play totally and encourage teachers to take part in evaluation for improvement and development. To form the main body of teacher evaluation based on effective direction; to set up the teacher subject status and adopt poly evaluation subjects. To build evaluation standard based on effective direction by emphasizing its individualization, reflecting its variety and stressing its formulization. To organize the process of evaluation based on effective direction; to build evaluation organization that the teachers who are evaluated anticipate; to set up the operating process emphasizing on formulization; to select effective methods and tactics of evaluation and consolidate the impellent function of the evaluation result's employment.
