In April, 2005, the first site of experimental area in Guangxi was integrated into "the National Construction Project of the Educational Technology Abilities of Teachers of Elementary and Middle Schools" advocated by the Ministry of Education. In order to learn more about the current status of the Construction Project, this thesis focus to research application environment of educational technology and the mastery of the application, based on interviews and surveys on education-related offices, the schools and the teachers.The investigation indicates that the majority of teachers already realize the importance of educational technology, with the mastery of basic knowledge and operation, with the higher integration competence of information technology and discipline curriculums. However, at present the teachers are not full aware of educational technology, with their lower abilities of practice. In addition, the remarkable differences of competence are embodied in the practice of educational technology among teachers, on account of less attention of leaders in the schools, the equipments in the schools, and teachers awareness.Moreover, the interview reveals that all levels of educational administration departments provide teachers with good policy environment to promote their abilities of educational technology, guide and instruction for teaching offer the personnel the support and the facilities. But some problems still show. For example, prompting procedure and the facilities are not perfect. There are evidences that some schools do not recognize the significance of educational technology, and the insufficient facilities in some schools not make contribute to educational technology.Article maintains methods as follows: First, macro-management is to be strengthened by educational administration departments. Second, there need a promoting organization and coordination among various schools. The last and the most important, teachers should make full use of the initiative to display and enhance practically their abilities of educational technology.
