The project advocate expansion high school stage education scale, develops the vocational education and training vigorously. The initiative take employment as the guidance, face the society, faces the market, develops the many kinds of form vocational education and training positively, after specially junior middle school, the vocational education, enables the junior middle school graduates who the western area overwhelming majority has not entered a higher school to have the opportunity to accept the varying degree the vocational education and training, the full use existing each kind of educational resources teach the operative technology to the farmer, satisfies the farmer to study the operative technology basically the demand, causes the western area addition labor force and the shift labor force quality has the distinct enhancement. According to the State Statistical Bureau in 2005 the material demonstrated that the western 12 provinces (area, city) the illiterate person or the semiliterate account for the gross population 12.38%, the elementary school years of schooling account for 35.88%, the junior middle school years of schooling account for 42.54%, the high school and the medium years of schooling account for 8.82%, the technical college and the above years of schooling account for 0.37%, the junior middle school and the following years of schooling's proportion reaches as high as 90.8%.
