According to the Twelfth Five-Year Plan, economic transformation andupgrading is the focus of development stratedy in the new period. China, after thereform and opening up, is now standing at the crossroads of transformation again.This period, for China, is a period of deepening reform and opening up, of striving toachieve comprehensive and balanced development, of building up a moderatelyprosperous society in all aspects and of speeding up the transformation of the patternof economic development. Taking scientific development as the theme and beingpeople oriented, we put emphasis on comprehensive, balanced and sustainabledevelopment. In such a period of economic transformation and upgrading, our countryattaches greater importance to education and increases investment in education.Colleges and universities, as important bases of gathering and fostering talentedpersons, are granted the task of personnel training, knowledge innovation, and socialservice. Human resources in colleges and universities determine the quality ofpersonnel training. With the deepening reform of higher education system in ourcountry, human resources are regarded as “First Stratedgic Resource” in the newperiod. The management of human resources in colleges and universities is alsoembodied with new meaning, which refers to the sum total of the labour capacity offaculty members who work in the field of teaching, scientific research, management,and logistics and so on. These faculty members are the basic and fundamentalresources of modern university management. Teachers, among these faculty members,are the main body because of their teaching activities and research work whichgenerate great social value. In the face of the overall arrangment of building up an innovative country, thenew policy of a new round of western development, the demand of becoming a highereducation power, we are also confronted with many new problems brought bymarketization and popularization. How do we realize the new aim and new thinkingof improving the level of teachers in western colleges and universities? We mustchange our mind, keep pace with the times and make innovations on the ideas,systems and methods of human resources development and management work. Inaddition, we should pay greater attention to the cultivation and utilization of the talentresources, establish a perfect and matched management system, implement thestrategic planning of human resources management, establish and perfect themechanism of the flow of talent and set up effective competitive and incentivemechanism. What’s more, we should adhere to the priciple of human resourcesdevelopment and pursue optimal allocation of human resources on the whole, so as toachieve sustainable development of human resources in western colleges anduniversities, and finally achieve the aim of enhancing the comprehensivecompetitiveness of western colleges and universities. Therefore, the study ofsustainable development of human resources in western colleges and universities is arealistic subject to be further discussed.The western region accounts for71.4%of the total country area and28.6%of thetotal population. Because of some historical reasons and regional tilt developmentstratedy at the beginning of reform and opening up, higher education in the eastregion develops rapidly. By contrast, higher education in western region is in slowdevelopment, which weakens the impact made by talents to promote the economicand social development of the western region. During the new period of economictransformation and upgrading, how should western colleges and universities make fulluse of the characteristics of its economic environment and achieve internaldevelopment and formulate development stratedy of optimal human resources inwestern colleges and universities. This thesis, combining relevant theories of humanresources management and philosophy of science and technology with managementof colleges and universities, conducts a study of sustainable development of humanresources in the light of the current situation of western higher education in China.The main problems in the development stratedy of human resources in westerncolleges and universities include: information asymmetry of human resources;human resources allocation undeserved; low utilization of resources; salary andwelfare management problems; blind introduction of human resources; serious brain drain; serious administrative trend in teaching and scientific research. Thesustainable development of western colleges and universities calls for the talentsexchange and science and technology cooperation and the establishment of scientificincentive mechnism of human resources and the perfection of personnel training. Weshould also vigorously promote multi-channel of running schools and establishmult-level development and management platform of sustainable development ofhuman resources, so as to improve the running level and enhance the competitivenessof western colleges and universitis comprehensively.
