The development of the relationship is a constant state of change,covered the fact that there are weak grand narrative rhetoric or big data. The factors of the backwardness of education in the rapid development of China society has always been attributed to the historical and regional.At the beginning of the twenty-first Century, with the big development of west area strategy framework, our country, which has taken "tough" and "a valley fill" policy model to accelerate the development of basic education in western areas, gained the success which attracts worldwide attention:west area’s compulsory education has realized the whole strategic target which gets to the overall implementation, and then gets into the pursuit of balanced development of education in new stage. But compulsory education in the west region popularity level and comprehensive development level is lower than the national average level obviously. Educational opportunities, educational conditions and the quality of education development are unbalanced. Western compulsory education which mainly relies on the policy to promote its development faces policy stability, continued development bottleneck, achievements and quality. What’s more, the number of school-age population imbalance target distribution, the school layout adjustment, education expenditure, resource allocation and other development dilemma are also problems.With the developing of society, as long as the educational connotation and manifestation have changed a lot, the country and people have also been changed; educational body is constantly improving its need. Absolutely, the realization of need is the results from coordination of various interests; is also the results from initiative choice or be reasonable chosen. In the new stage of compulsory education, deepening the comprehensive reform, adjusting the strategy of the basic education will be a new opportunity for the development of compulsory education in Western China. How to continue to increasing the education resources and the adjustment of education interests is a dual problem of sustainable balanced development of compulsory education in Western regions. Therefore, we analysis a period of time of basic education development level and development mode, the macro dynamic grasp of educational development, exploration from development issues in new development direction and path, study and formulate an overall, fundamental, long-term and direction of balanced sustainable development strategy, adjustment of development policy in Western China compulsory education is imminent and important meaning of the research.Through collecting statistical data from 2000 to 2012 years of Western compulsory education development, I use the method of horizontal analysis and vertical analysis unifies, respectively, of various provinces in western part of compulsory education development scale, the funds investment, education conditions, development benefit etc. Then I analysis of the overall development status of provinces, and present the overall development the trend of western. By constructing compulsory education development evaluation index system and calculation method and by using the method of empirical analysis,the calculation of the city in western provinces of compulsory education development index (CEDI), I compared and analyzed each of the development index of two level index score in provinces and the differences in average in all levels and all over the country values. Moreover,I use the Gini coefficient to evaluate the imbalanced compulsory education funding within the west region.In early twenty-first Century, the western region development of compulsory education mainly adopts "tough" and "a valley fill" model; its development has the relationship with the policy which appears dominant, compensatory and coordination characters. In the new stage of development, it is facing three balanced development of education, the quality of education opportunity, education conditions, development mode and promoting the development of relationship between the policy and the policy of development bottlenecks encountered. The dominant, compensatory and policy relationship potential stability, continuity and transparency gradually exposed the crisis; the subject’s educational interests have been rising. We must make the plan which promotes western compulsory education balanced oriented development strategy:from "continuous wide" to "equilibrium" progressive strategy oriented development; from passive planning to independent development strategy change; from the opportunity to realize the quality equilibrium strategy equilibrium. Promote western compulsory education balanced sustainable development policy choices:the dominant policy steering coordination policy choice; policy design feedback compensatory policy steering; implementation of "shared" to "the policy of balanced development model to build".
