In recent years, education policy, especially in increasing people's concern for higher education policy, not only because it relates to the development of education, but also because it has affected every aspect of the national economy. It has played a crucial role to a country's development, and has become our top priority in the management of public utilities. This paper attempts from economical angle, applying economic theory to analyze a number of specific higher education issues, including inequities of higher education, college fees policy as well as formulation and implementation issues. As a result, this paper gives an economic point of the solution. In addition, the paper also draws the higher education policies from other countries to provide a basis for our country.The economics point of view has come to the following conclusions: higher education is a quasi-public goods and no longer have the characteristics of public goods, can be seen as a commodity or service, this commodity is lack of price elasticity of demand when its price is not sharply deviated from the scope of the cost, so the demand for higher education was rigid. With the current gap between the rich and the poor continues to increase, so it results in unfairness; In deciding on the issue of higher education fees, the demander for higher education and the government are two main conflicts of interest in the game theory. This paper uses pay matrix and strictly dominated strategy and draw the conclusion that the government levy appropriate fees and the demander for higher education receive higher education is the Nash equilibrium of this game theory. The enrollment policy in higher education embodied the simple economics of supply and demand, and dealing with the contradiction between supply and demand is the most important issue.
