The human capital is the intellectual capital of economic growth,and it plays an important role in economic growth. College is the place that cultivate high-quality human capital, and the development of higher education directly determine and affects the talent supply and output. Since 1999, ordinary colleges of our country started to increase enrollment. Hebei province has a great progress, but still has many problems, especially the geographical position of Hebei province makes the talent flow to Beijing or Tianjin province. "Matthew effect" is very serious. What is the development of Hebei higher education? What is the function of Hebei higher education on the economic growth?And how to solve the problems of higher education development in hebei province? This article will make certain research.The article research Hebei higher education based on higher education scale, higher education quality and higher education resources. Select the number of ordinary college,the number of graduate students, the number of full-time teachers and education funds as indexes of the analysis on higher education scale. Collected the data of 31 provinces and cities in China from 1999 to 2009, and constructed the panel data model.Regressed the four indexes and get their contribution rates for economic growth. The power of colleges, the average funds of each student, the student/teacher ratio, senior teachers and vice-senior teachers of full-time teachers, schoolbuilding area, assets value of specialized equipment in the end of the year, departments of fostering postgraduates, sources of education funds, and scientific research funds as indexes of analysis on higher education quality and resources. Associated higher education with the employment structure and industrial structure, and point out that which aspects that higher education development can't adapt to employment structure and industrial structure. Finally it puts forward countermeasures and proposals.
