With the rapid prevalence of network, network education based on modern technology is developing fast. Having no real-time monitoring and authority influence from teachers because of the time and space breakaway of network, network education ask higher self-control ability and self-direct ability from students. But for the high school students, they are in the age of transforming from high dependency to independency, so it's very difficult for them to manage themselves all by themselves suddenly. Thus, study monitoring system is one of the necessary phases for middle-school students oriented self-oriented web-based network study.Network education is in its primary developing period in our country, and the corresponding study supervising and control system is still in building. Nowadays, although there are many famous internet schools facing to middle and primary students in China, such as the Beijing Fourth Middle Internet School, the 101 Internet School, and the Internet School of Affiliated High School of Peking University, the study monitoring system is still very weak. To promote the realization and application of web-based network study monitoring system, we designed and realized primarily some supervision during the curriculum studying process, testing process, searching process, BBS discussing process, study appraising process etc based on Constructivism theory and Meta-cognitive Theory. The system got rather good result in the small-scope comparison experiment.In the paper, we first introduced the research background and status quo of web-based self-regulated study monitoring system. Secondly we introduced the related theory foundations of the research. Thirdly, we designed the monitoring content from different aspect of study process. And finally, we presented the design frame and realization of a study monitoring system-WSLMS, based on Chemistry study grade-three junior middle school students.
