The application of information technology in educational field brings the innovation of the educational mode .The tide of network education is coming all over the world. Regarded as one of the most important resources, web-course can determine the quality of network education. However, as a kind of new things, the development and completion of web-course must be through the stage of exploring, studying and innovating constantly. Most students of online education are on-the-job adult in China. These adult learners have individual differences in age, knowledge level, professional background, working background, geographical position, learning environment, learning motivation, etc. So, the designers should try their best to consider the adult learners 'characteristics while they are carrying on the design of web-course in order to satisfy the different learners. This article firstly expounds the inherent psychological mechanism and external characteristic of self-regulated learning. Secondly, this article assays what are adult Learners' characteristics under the environment of the network in an all-round way. Thirdly, this article discusses characteristic and current situation of adult's network course based on self-regulated learning. At last, this article emphasizes on adult network course based on self-regulated learning, including the theory basis, design principle and design model of adult network course based on self-regulated learning, including the design of study goals,study contents, study resources, study strategy, study activity, intercourse cooperate system, self-monitored learning system, appraisal and feedbacks system and so on.
