Research Of Social Worker's Intervention In Salvation Management To Vagrants And Beggars

Vagrants and beggars are a special group in the society, who have no permanent address and depend on begging on the street to acquire money for survival. Out of consideration for the maintenance of social order, successive rulers needed to take a lot of measures to appease this group, and made them return to the original country to restore labor as soon as possible. After 1949, our government implemented the method of custody and repatriation for vagrants and beggars in view of the safety of urban construction, which protected their basic living rights and interests to a certain extent, safeguarded the city's social order and promoted the recovery of production rapidly. However, the system of detention and repatriation could no longer meet the needs of people with the development of society and the improvement of socialist democracy and legal system. In 2003, the social effects triggered by Sun Zhigang incident accelerated directly the revocation of this system, and《the management approach for the urban Vagrants and Beggars without aid of life》came into being timely, which guaranteed the rights and interests of the migrating population, but because of the impact of long-standing system, the relief concept also emphasized on control, so that the clients did not receive their due respect; Meanwhile, there were also inappropriate rescue method which existed in the course of salvation. Some studies showed that the number of vagrants and beggars wasn't reduced, but had the increasing trend after the new relief system was implemented, for example, many vagrants and beggars who preferred to stay in the street for begging, rather than be willing to accept the relief from rescue station; Moreover, the phenomenon of repeating relief also cropped up at therescue station.......How to carry out the system of relief for the vagrants and beggarsmore scientifically and humanely, which attracts multi-disciplinary attention. At the same time, it was also an important research focus for opening up the field of social work practice to apply the method of social worker's intervention to vagrants and beggars. This paper has explored and studied the method of social worker's intervention for vagrants and beggars, taking example of Jinan salvation management station, which joined the theory of social work with the techniques of social workers. During course of the intervention for case work, we used the case management model to intervene the relief of vagrants and beggars in direction of Chalmers' "procedural guidance" relief theory and Lin Nan's social capital theory. In addition, according to clients' actual situation, we empowered them by means of using the method and techniques of social work respectively in various stages. Through the application of the case management model of social worker's intervention method, I reflect the problem of social worker's intervention and give some suggestion, That is to say, social worker's intervention should be based on the social structure of concentric circles, under the framework of the current relief system and rescue culture, to use social worker's intervention flexibly. At the end, this paper expounds the relation of "natural ego" and "professional I", and thinks that their relation can be compared to the white paper and flowers, as an excellent social worker, who should become a generalist and melt the two naturally.
