Resources of sports gymnasiums are the important material basis of developing the sport cause, and its development use has become the key of impling the plan of all-people body-building. With the gradual consummation and development of the market economy system in our country, the socialization of sports gymnasiums already have no delay, numerous school sports gymnasiums must be open to the society as soon as possible, walking along with the path of market operation. It takes great advantage of the youth's healthy development, enhancing the entire national overall quality and community's fitness atmosphere as well as the influence of school in society. However, there is the big risk to open the sports gymnasiums to society at the same time. This research is about how to avoid risk and manage the gymnasiums from three aspects: the feasibility, necessity and question of opening the elementary and middle schools sports gymnasiums. The conclusions are as follows:Sports gymnasiums are short in our country, while the elementary and middle schools sports gymnasiums actually have not been used fully, and the funds are very deficient. The saying from two aspects: the society and own, it is necessary to open sports gymnasiums to the society, which has various important meaning for alleviating insufficiency in all-people body-building location, promoting the development of sports oneself and expanding the education function. There is the reality possibility to open due to the prominent resources superiority. We face five kinds of risk: the operational risk, the management risk, the environmental protection risk, the security risk, the fixed asset depreciation risk. For avoiding the risk effectively, we must have the awareness about risk; properly avoid all kinds of contradictions in opening process; set up specially the management structure; carry on the scientific operation to the facility; simultaneously work out rules and regulations; strengthen the safety education and management. The open process should avoid conflict with the teaching; pay attention to the campus environment and personal safety. Simultaneously, we must pay attention to different treatment, increase the propaganda dynamics; enhance the understanding to open to the society; strengthen the legislation; formulate the reasonable laws and regulations policy; make the scientifical management system and make good use of superiority of elementary and middle schools athletic talent; try our best to share resource commonly.The suggestions are as follows: propaganda the public opinion further; enhance the understanding to open the gymnasiums; the government should provide support as soon as possible from the point of the national sport cause in order to alleviate all-people body-building location to be insufficient; establish the scientifical and standard management and operation system on sports gymnasiums ; enhance the ability to open free; the leaders must further emancipate the mind; improve the risk awareness; adapt initiatively the social development; creates positively various conditions to open sports gymnasiums to the society; realize sharing and the income"win-win"situation between the school and the social sports resource; deal with relations between the teaching, training and the opening to the society correctly; seeks balance point of the contradictory diligently; make good use of the superiority of athletic talent in elementary and middle schools.
