Study On Government's Responsibility In College Students Employment Of Our Country

Ordinary colleges began to enlarge the quantity of enrolment on a large scale since the national educational conference was held in 1999, resulting surge in the number of collage graduates. 2.12 millions of ordinary college graduates went to the labour market in 2003, until September of that year, the number of unemployed reached 636,700. In 2007, collage graduates reached 4.95 million, in 2008, the number of college graduates has reached 5.59 million. The first average employment percent is about 70% these years. Students jobless has become a high degree of concern of the community. Solving the jobless problems of college students, need the whole society ,including university, government and the employers, work together. However, what is the key to sovle the employment difficulties for government is still deservd exploring. This article is composed mainly of the following three parts(with the exceptionof introduction) in which Government's responsibility in graduates employment is argued and elaborated.Part I: Theoretical interpretation of the Government's responsibility in graduates employment. At first, concepts of government and responsibility had been clarified. thinking over the meaning of the Government's responsibility from a multidisciplinary perspective.The government's responsibility of specific connotations is defined in employment of the college students. Secondly, the Government take responsibility in graduates employment is based on the Government's own function attributes, higher education's accurate public and graduate's careers market failure.Part II: The reality of the Government's responsibility in the graduates employment. First, employment system of the college students has changed after the founding of China. The Government at this stage of the graduates employment take the responsibility of the status quo, graduates employment policy, and the reason of the Government's responsibility for loss.
