School-based Curriculum Development is the very important content to the new round of curriculum reform, it is important for us to establish the school with characteristics, forester the students with creativity and individual character. That can not be replaced by the other kind of curriculum. School-based Curriculum is students based, whith makes the students give full play to this creativity and individual talent, improve wholly the person is queality .It is a very good way to develop the in dividualCharacter, the development of which is the starting point and the end result for today is education. So the competitive times provides guaranty and possible space for School-based Curriculum Development.Based on the high-school biology teaching, this paper discussed the biology curriculum development and utilization problem in ChangBai mountain high-school where the author worked in. Based on the characters of curriculum theory and the biology, we expatiated the definition of school-based curriculum and regional curriculum resource, and the mean of progressing the regional curriculum resource. We investigated and classified the rich and colorful biology resources in Changbai mountain. We do the primary experiment in inducing the regional curriculum resource to the biology class. Holding the characters of Changbai mountain, biodiversity and particular in school-based curriculum studying and practicing, and combining the book, we can do some regional favorable education.
