Teachers are the source of Rikkyo University, education, bears a heavy responsibility of every teenager grow sturdily and future development. High quality, professional, equalization normalization of teachers, is an important guarantee for high quality education. The administrative committee of Changbai Mountain since its establishment, continue to increase investment in education efforts, the school conditions improved significantly, basically put in place to adjust the layout of primary and secondary schools. But the backward education foundation, historical debts, weak teachers, teachers, quality loss and other aging problems still exist. Education development is not balanced, the structure is not reasonable, also can’t adapt to the current and future Changbai Mountain urbanization construction and international overall demand, there is still a big gap compared with other areas of our province. With the formation of greater Changbai Mountain, the pilot city of new town construction and execution, the construction of high-quality teachers, a large number of outstanding teachers and a new generation of education experts question to cultivate, is a new research problem facing Changbai Mountain education development.In this study, highly focus from the regional equilibrium development of compulsory education, the integrated use of literature, questionnaire, data analysis, interviews in Changbai Mountain area middle and primary school teachers troop construction present situation carries on the description analysis. Investigation of the current Changbai Mountain school teachers troop construction, the main measures of academic structure, professional title structure, sex structure, age structure, the construction of backbone teachers, teacher preparation, teacher training status. Analysis of some existing structure unreasonable problems of teachers in primary and secondary schools in Changbai Mountain, the contradiction between the total staff and the preparation of the low level of teachers; professional quality is not high, the concept of backward, primitive education and scientific research ability; the number of professional and lack of teachers, professional title system is not perfect, the enthusiasm of teacher professionalism and teacher is not high; the innovative teachers the mode of training mechanism is not strong; the problem of the exchange system for principals and teachers rotation intercollegiate not perfect etc.. Put forward to seize the strategic construction of Changbai Mountain tourism development and urban opportunities; staffing management innovation of teachers, the establishment of long-term mechanism of employing, eliminate the influence of occupation burnout; strict teachers entrance, establish and implement a strict teacher admittance system; strengthen the flow of teachers, establish and improve the principals and teachers of reasonable flow mechanism in the region further; deepening the reform of the system of professional title, improve teachers’work enthusiasm; strengthen teacher training and continuing education, to improve the training effect, to raise the overall level of teachers’business; improve the various security countermeasures. Expected to be of similar to Changbai Mountain forest and remote areas of basic education and teachers help the development, formation and development path and model can be extended, reference to forest characteristics education.
