"The global associational revolution" is trying to seek the third way to solve some problems beyond the market and the country, the polity and the economy in the late 20th century, and this leads to the rapid development on nonprofit organizations.This article has made an international comparison of Community NPO by analyzing its different meanings in three economic societies: Japan, USA and EEC. And review the history of the Community NPO of China, pointed out the characteristic of Chinese Community NPO. Then the article gives out the big trends of the international Community NPOs.Generally speaking, Community NPO's basic natures include non-government, non-profit, voluntary participation and diversity. Compared to these natures, there is still a long way for Chinese Community NPO to go. First, to some extent, non-government 15 weak, and many Chinese Community NPOs have strong relation with government. Second, non-profit is vague and some of Chinese Community NPOs are profit in fact. Third, ways for Volunteers to participate in Chinese Community NPOs are not effective enough. Finally, government' restrictive measures have negative effect on diversity ofChinese Community NPOs.Then the article discusses the problems in the development of Community NPOs. And this is the key point on the way of the development of Community NPOs. They are the scarcity of resources, scarcity of talents, insufficiency of competition, unperfected system of law, and the delay of the management level. Aimed at the above problems, the article gives some suggestions to accelerate the development of Chinese Community NPOs. The six aspects are following: making up the system of laws, protection of the competition, reforming the system of the management, creation of a good social environment, encouragement of getting funds from other ways and perfection of supervisor-mechanism.
