Any work needs to be assessed, family planning of quality of care is no exception. The quality of service do not have the best, there is room to improve. To improve the quality of service is based on service quality assessment results. The problems can be found only through the assessment, and then taking measures to solve the problem, so as to continuously improve the quality of service levels.Objectives: This study was designed to identify a set of quantitative and qualitative assessment indicators by Optimization indicators, and used the method of Quantitative assessment and the set of indicators, to perform a realistic assessment for a successful national reproductive health projects (that is, "family planning of quality of care of experimental units project in the central and western area"). And evaluate the assessment results. At the same time, to provide the basis for promoting family planning of quality of care in a large area of central and western regions.Methods: Used three sides structure diagram as the framework of assessment indicators, abided by the "optimization" principle, adopted the Nominal Group Technique (NGT) to identify a set of indicators, and set weights and points for the indicators, and finally, used comparison to verify whether the indicators were correct.Conclusions: The assessment results showed that: (1)The results of the assessment of this study inosculated highly with the cadres and masses' plain understanding of the experimental units counties of the project;(2)The results of the assessment of this study inosculated completely with the "quality" assessment results of the experimental units counties of the project;(3)The indicators which this study established are "equivalent" to the core of the assessment indicators system of the National quality of care;(4)At the same time, the indicators which this study established and the assessment indicators system of the National quality of care also have regional differences;(5)Since developing the family planning of quality of care, population growth does not appear "out of control" ;(6)the work level of the family planning does not appear to "landslide" and "rebound", but, rather, has improved (7)The satisfaction of the masses improved; and,(8)The central and western regions can keep on promoting family planning of quality of care.Recommendations: (1)The set of combination of quantitative and qualitative indicators which this study identified can be promoted,and should continue to be used in the central and western regions in the promotion of the family planning of quality of care in future;(2)The family planning of quality of care in the central and western regions should be keep on promoting;(3)The promotion of the work of the family planning of quality of care in the central and western regions should adopt correct ideas and methods; and, (4)In future work, promotion of family planning of quality of care in central and western regions should strengthen the collection of relevant data.
