Research Into Urban Community Services In Guangxi

With the advent of 21st century, both population structure and social structure of urban community have greatly changed and needs of the residents of urban community for community services present new characteristics: the residents of community need more and better community services and they are urgent to meet their needs of daily life in community. The quality of community services of traditional type of welfare can not meet their needs of daily life due to too many items of free services, and the government is not able to many financial and material resources, so the quality of community services have not improved remarkably. For example, some beneficial issues concerned about most by the masses such as saving and help for the masses confronted with troubles and hardship, the difficulties and high cost of seeing a doctor for community inhabitants, employment and resettlement of laid-off residents and public security of community etc. are not solved in community. Therefore, research and discussion on the means of improving the quality of urban community services are of profound significance.This article from the urban community services building point of view, the Guangxi Nanning, Guilin, the two cities for community services in the field research, study results showed that: Guangxi urban community services can not meet the needs of urban residents, mainly in communities lack of welfare services, communities convenient ride out the low level of services, lack of services in urban communities in Guangxi capital, residents of urban communities in community service satisfaction low, and so on. There are five main reasons: First, the government and the market positioning is not clear; secondly, lacking of non-profit organizations; the third, sources of funding for community services is relatively a single channel; Fourth, the Government invested too little; the fifth, the services of community is too Lower.This article is divided into four parts:The first part of this thesis gives an introduction to the purpose and significance of subject choosing and delimits the three basic concepts of community, urban community and community services.The second part undertakes a review on the literature of the past researches and an analysis on urban community services based on the researches of community services both at home and abroad by the way of some basic theories of sociology. The third part is about the concrete analysis on urban community services in Guangxi by means of statistical software SPSS13.0. Firstly, the part makes an introduction of basic situation of urban community in Guangxi. Then, In the investigation of 103 community residents, 99 community residents choose community service system a full range of community living, accounting for 98.1% of the total.it carries out an analysis on present situation and needs of welfare services and services convenient and useful for residents in the communities of Guangxi. Finally, combined with case research, it finds out the existing problems of community service in Guangxi and traces its causes. The findings show that the main problems of Guangxi's community at present are quite few of service items offered by urban community services, imperfect infrastructure of service. However, the residents'needs for community service are intense. Moreover, community residents expects that community can offer relatively perfect services and solve the problems of their daily life, especially, having better services in terms of service of daily life and medical service.The fourth part brings about suggestions of quickening the development of urban community services and provides reference for developing urban community services in Guangxi through the research on the advanced cities both at home and abroad, which finds out the development direction of urban community services in Guangxi. To develop urban community services in Guangxi, the following points should be noted: firstly, have clear ideas of roles of various levels of governments and functional departments in the development of community services. Secondly, quicken the development of community non-profit organization. Thirdly, improve the specialized level of community service team by mobilizing residents to participate actively. Fourthly, draw on community service capital. Fifthly, develop community service program and facility. Sixthly, establish evaluation system of community service.At last is conclusion which points out shortcomings of the research while coming into conclusion.
