Looking back over the development of Higher Education history, especially reach to modern society, the higher institution three main functions, including talent cultivation, the development science and the service for society, which are embody universities comprehensive strength and The level of running universities. At present, the higher institution is moving towards the centre of society from the edge's, and is regarded as the Power Station of human society development, which is the important strength propel the nation or Regional development on economy, politics, culture, science and technology. So the universities comprehensive strength has become one important symbol and standard of measuring the nation or Regional comprehensive competitiveness. However, what is the universities comprehensive strength and which factors it includes? How to evaluate the Regional universities comprehensive strength from theory and practice? How to promote the Regional universities comprehensive strength? The thesis take Guangxi's higher institution as an example, is trying to answer this questions from three parts as follows.Part one is theoretical research, which is theoretical foundation of research on the universities comprehensive strength. It refers to define the key concept, theoretical foundation of research, the influence factors of higher institution's comprehensive strength and the evaluating indicator system. This part applies the system theory and method to practice, complies with the basic law of higher education and the developing logic of higher institution, and analyses the influence factors of higher educational institution's comprehensive strength. On this basis, establishes the evaluating indicator system, which is including talented training, science research, social service, idea of running a school, the faculty of teachers, expenditure investment, fundamental facilities, level of disciplines, organizational management, campus culture.Part two is empirical research, which evaluates and analyzes the present situation of universities comprehensive strength in Guangxi. This part evaluates and analyzes the present situation of Guangxi's universities comprehensive strength by ten aspects of the evaluating indicator system. It is demonstrated that, in Guangxi, higher institution comprehensive strength is poor although higher education developing rapidly. There are some factors influence Guangxi higher institution's comprehensive strength from social environment and the higher educational institution itself, on the one hand, the influence factors of social environment including ideology, politics, economy, culture, and so on; on the other hand, the influence factors of university itself including character and condition of running an university, discipline and speciality, inside regulatory regime, and so on.Part three is countermeasures research, which refers to promote the universities comprehensive strength in Guangxi. This part aims on taking some measures to promote Guangxi higher institution's comprehensive strength. It refers to necessity, feasibility and sustaining strength, the sustaining strength is come from three channels: government, universities and society. Promoting Guangxi universities comprehensive strength depend on the coordinate and exert themselves among them.In a word, research on evaluation of universities comprehensive strength is a complicated system project. The thesis is basis on the background of China and Guangxi economy and society developing rapidly and the transition from elite to mass higher education, applies the system theory and method to practice, complies with the basic law of higher education and the developing logic of higher institution, and analyses the influence factors and establishes the evaluating indicator system about higher institution's comprehensive strength, at the same time, evaluates the present situation of Guangxi universities comprehensive strength by investigate, system- analyze and comparison; at last, brings out some countermeasures and suggest to promote the universities comprehensive strength in Guangxi. The thesis has study some theory about the universities comprehensive strength and put them into practice from the perspective of system theory, and bring us the results of research with theory analyze and combine theory with practice closely.
