With the development and change of the background of the times and the transformation and upgrading of the economy and society,China pays more and more attention to the development of higher vocational education.As the undertaker of higher vocational education in China,higher vocational colleges bear the responsibility of training high-quality technical and skilled talents.How to effectively evaluate the development status and comprehensive strength of higher vocational colleges in China is worth studying.Starting from the practical needs of higher vocational college evaluation,this research combs the evaluation purpose,evaluation subject,evaluation object,evaluation method,evaluation index,etc.of higher vocational college evaluation at home and abroad through literature research on the research and application status of higher vocational college evaluation at home and abroad,and combines the theory of stakeholders,the theory of core competitiveness,the theory of system,the relevant thoughts of vocational education in the new era,etc.Based on the theory,this paper sums up the construction principles and design concepts that should be adhered to in the evaluation scheme of higher vocational colleges;combined with the current evaluation situation of higher vocational colleges in China and the existing literature research results,it constructs the comprehensive strength evaluation index system of higher vocational colleges,which includes 4 first-class indexes,17 second-class indexes and 95 third-class indexes.In this study,25 higher vocational colleges in Beijing and the first batch of "national demonstration" higher vocational colleges in China are selected as the empirical research objects to collect,sort,clean,unify and calculate the indicators at all levels,and the evaluation results of using the comprehensive strength evaluation index system of higher vocational colleges are obtained.Comparing the evaluation results with the official evaluation results,the evaluation results of other institutions and the subjective evaluation results of experts,it is found that the comprehensive strength evaluation index system of higher vocational colleges has a high credibility,and reflects a certain era and innovation.
