The Research Of Social Security Of Land-expropriate Farmers In Our Country

According to the rapid development of Chinese economy and the unceasing improvement of urbanized level, a new circle movement of "rope-land", characterized with the layout and construction of industrial gardens, high-tech development zone, college cities etc. is out spread. During this course, large quantities of farmlands are transferred to other uses; thus there were a rapid increasing numbers of Land-expropriate Farmers. Moreover, for reasons of social system, the management mechanism and the other reasons, they are on the brink of poverty with no land, no jobs and no minimal security. Most land-expropriated farmers are living in the city edge, becoming new minority community that is a big hidden danger for our operations of administrations .So we can say, the reasonable and appropriate position of non-farming rural residents, providing convictive social security is related not only to rural residents themselves, but also to the stability of the whole society and the construction of new social .So the research of the land-lost farmer is of great academic significance, it is also of great practical significance.Chapter one Selection of the background and significance of this study as well as the situation of the study in our country .Then give out the content and frame of this paper.Chapter two Staring with the concept and theory of social security and land-expropriate, and summarize the concept and the meaning of land-lost farmers'social security.Chapter three Analyze the current situation, existing problems and their causes of the social security of the non-farming rural residents in China.Chapter four Introduce the specific conditions of some developed areas such as Zhejiang province, Foshan in Guangdong province and make a discussion on their measures.Chapter five Makes an evaluation of foreign experiences in dealing with the social security of non-farming rural residents and inspirations as well.Chapter six According to the experiences of our nation and overseas, discussing the important significances of making the social security regulations. Then it makes relevant proposals. Finally, a more specific frame work of social security system is worked out. The frame work which includes land-lost farmer consists of two parts-interior part and exterior part.
