Research On The Employment Of Land-lost Farmers In Bali Town, Yangzhou City

With the continuous improvement of urbanization and industrialization in Chi na,a large number of rural land is expropriated,resulting in a large num ber of land-lost farmers.To solve the employment problem of land-lost farm ers.it is an important reflection of government function to protect the vital interests of land-lost farmers,and it is also the inevitable requirement of constructing service-oriented government.It is of great historical and practica 1 significance to protect the interests of land-lost farmers and to the long-ter m development of national society.Bali in Yangzhou belongs to Yangzhou Economic and Technological Devel opment Zone,as the development and construction of frontier areas,the r apid development of land expropriation is accompanied by the production of a large number of land-lost farmers,eight in the town of land-lost farmer s problem of employment to a large extent is a microcosm of China's vast rural employment problems of the land-losing farmers,but also has a certai n particularity.This article selects the yangzhou eight town of land-lost farm ers problem of employment as the research object,by schultz human capit al theory,the Dravidian model and binary structure theory as the theoretica 1 basis and theoretical support,combined with the field investigation of firs t-hand information,using the method of questionnaire and case analysis we re studied.Land-losing farmers on the one hand,in view of the problems and causes existing in the employment process analysis to explore,to grad ually improve policies and regulations,perfecting systems and mechanisms,improve the executive efficiency,to better promote the yangzhou eight to wn help land-lost farmers employment;On the other hand,the correspondi ng countermeasures are provided to provide theoretical support for the optim ization and adjustment of yangzhou policy,and provide reference for polic y exploration in other regions.The main research conclusions of this paper is,yangzhou eight in tow n by all kinds of policies,after years of exploration and practice,the lan d acquisition farmers' employment problem is settled to a certain extent,se curity system is perfect,for development zone sustainable economic and so cial development has played a role.However,from the government,socie ty and the hindering factors of farmers themselves,influence to achieve the goals of the employment,led to a town in the eight land-lost farmers em ployment widely exist in the process of employment level is low,the empl oyment channels narrow,occupational instability,lack of social security a nd so on.This paper proposes to solve the problem from three aspects,on e is to play the leading role of the government,and improve various comp ensation and safeguard mechanism.The second is to explore the advantages of the development zone and create more employment opportunities for land-lost farmers.Third,comprehensively improve the overall quality of land-to st farmers.Only government,department,society and the joint efforts of the land-lost farmers through the development of economy,creating jobs,increasing training,improve the employment ability,and improve the syst em,do well the service,perfect the system,strengthen the responsibilit y together,can promote effectively the land-lost farmers to achieve reempl oyment.
