Research On The Employment Security Of The Land Expropriated Farmers In Baoding City

Urbanization is a major driving force for China’s economic development.During the14 th Five-Year Plan period,China has set a new stage goal for urbanization,aiming to increase the urbanization rate of permanent residents to 65%.In the process of urbanization,farmers whose land has been expropriated will inevitably come into being.In order to guarantee the quality of urbanization development,employment of farmers whose land has been expropriated must be guaranteed.Employment is the top priority of people’s livelihood work.Employment security plays an important role in ensuring employment,reducing unemployment rate and improving employment satisfaction.However,the employment security provided by land-expropriated farmers in China is insufficient to some extent,and the policy system is not perfect enough.How to improve the employment rate of land-expropriated farmers and the level of employment security is a major and urgent problem in the process of urbanization construction in China.Therefore,it is of great significance to investigate the evaluation of the employment security of land-expropriated farmers in China and explore the shortcomings of the employment security currently implemented in order to promote the employment of land-expropriated farmers and promote the high-quality development of urbanization in China.On the basis of collecting and sorting out the domestic and foreign literatures on the employment security of land-expropriated farmers,this paper evaluates the employment security of land-expropriated farmers in Baoding from the perspective of satisfaction by taking the land-expropriated farmers in three representative towns as the research objects.First,such as public service theory,Keynes employment theory for the study of the theoretical basis,the comprehensive investigation and analysis of three representative towns of baoding city present situation of the landless farmers’ employment guarantee supply,on the basis of focus on employment protection,employment service and employment support and the four dimensions of employment management to construct 16 satisfaction evaluation indexes,analytic hierarchy process(AHP)was used to construct the AHP structure hierarchical model and to determine the weight of corresponding indexes,and the fuzzy comprehensive evaluation method of baoding city job security for landless peasants system evaluation,the results showed that the landless farmers on employment guarantee satisfaction,job security service level.Secondly,according to the satisfaction evaluation results and the current situation of the implementation of employment security,this paper further analyzes the problems existing in the supply of employment security for peasants whose land has been exiled in Baoding City from four aspects: employment protection,employment service,employment support and employment management.Finally,according to the analysis of the evaluation results to find out the existing problems and targeted put forward to improve employment protection,optimize employment services,strengthen employment support,strict employment management countermeasures.It is expected to improve the service level of employment security in Baoding,optimize the service quality of employment security,guide the overall good situation of employment in Baoding,promote the high-quality development of urbanization in Baoding,and provide some reference for other areas with similar problems.
