Cyber-bullying is a kind of deviance appears with the development and population of the internet. Cyber-bullying is an aggressive, intentional act carried out by a group or individual, using electronic forms of contact, against a victim who can not easily defend him or herself. This research chooses the three high schools in Baoshan district in Shanghai as the object, investigating the rates, ways and characteristics of cyber-bullying; this study uses the theory of deviant behavior to analyze the cyber-bullying and inquiry its causes; also, on the basis of the successful experience from foreign countries, researcher tries to establish a perfect intervention model.This research chooses the 448students from three high schools in Baoshan district in Shanghai as the subject, researcher intends to prove the existence of cyber-bullying between the high school students in our country through the questionnaires; also, looks into the causes of cyber-bullying through the way of interviewing method. The research method includes questionnaires, interview and literature analysis.The conclusion of this study is: first, the cyber-bullying indeed exists between the high school students in our country; the rates of cyber-bullying outside school are higher then in school. Second, girls are more likely become the victims than boys, especially in the forms of chat-room bullying and bullying via websites. Third, compared with the traditional bullying, bullying via mobile phone cameras and bullying via websites are considered more harmful, Text message bullying and email bullying are less. Fourth, most cyber-bullying is reported as coming from students in the same class or year group; family and friends are the people victims usually turn to, however, substantial students choose to keep siient when meet the cyber-bullying.The opinion of this research is: there are many internal and external causes of the cyber-bullying, the intervention plan should involve people from different function. First, the emotional difficulty is the internal cause, it means: the reality limits the students to express their emotion, so they release their angry through internet, ignoring the social norm. Second, the internet culture shock and the absence of moral or spiritual values are the external causes; the conflict of different moral values and the missing of new spiritual values bring up the cyber-bullying. Third, the mismanagement of society and school towards the internet problem also is a external cause. Therefore, the intervention plan should involve the participant of school, society and family. The model of intervention can be divided into four parts: Prevention, Preparedness, Response, and Recovery. This process is a cycle process, the intervention plan become perfect in the every cycle.
