The 21st century is the time of knowledge economy. Contrasting to the traditional one, technology and knowledge play a very important role in it. The development of economy depends more directly on knowledge investment, as knowledge can extend the production ability of essential factors of traditional production and the ability of creating new products and improving the process of production. Nowadays, the competition among countries is actually the competition on science and technology, education and talents. From the experience of constructing creative new country in developed countries and the practice of decades'reform of our nation, the institution of higher education should and must play an important role in constructing a creative new country. To grasp the ability of creation has already been the most important aim of current education and the main trend of the international education.In the current, the studies on creativity education abroad are not on the primary stage of thesis, but on the real practice. However, the creativity education in our country got off to a late start, and as in experimental stage, it has no systematical system of education, all the institution of higher education are just on the stage of exploring its meaning and the feasibility. As the institution of higher education is to rear the flower of our society, its standard of judging talents will influence indirectly the preschool education and primary education. So the institution of higher education should first develop an advancing social ecological culture to lead the future of the society.This article first analysis the importance and necessity of developing creativity in higher education in the 21st century, then focuses on the basic knowledge and concept, the content and the ideal formula of creativity education. With the contrast to the status quo, including the achievements and the problem, the article pays more attention to find the reason of the problems and at last gives its own suggestions.
