Countermeasures Of The Social Problems Facing The New Era's Fertility Policy

Object has been always developing and changing in the word, so as the fertility policy which influence and guide the course of the population reproduction. Fertility policy as the social policy,so long as which accord with the law of developing object,it is regular that the adjusting,developing and changing of the fertility policy.Through representing the fertility policy with historical evolution in China, this paper analyses nowadays the basic methods to carry out the fertility policy as well as having brought some social problems facing the birth policy. And also it will explore some basic solutions which are dealt with the problems facing the fertility policy currently. Firstly, according to the sequence of time development, it discusses four periods of fertility policy-birth, formation, adjustment and stability. As the result , it's proved that current fertility policy has been emerged and improved gradually in the practice of population control and its sciential changing has mainly based on three evidences which are ideological and theoretical principle, objective national principle, social and psychological principle. Then, it is convinced that the great achivement has been made over last three decades when the planning fertility policy was carried out in China. At the same time , it points out objectively that society will confront with the serious populatio problems. However, the subsequent analy sisprove the fact that planning birth policy is not the fundamental reason which is brought out by population problems. It is just to speed up this process. Finally, compared with United States and Japan's strategy to population problems, this paper provides China with forward-looking ideas to solve the population problems and also gives some reasonable suggestions to deal with the population problems.
