Over the past several years, the scale of enrolment in Chinese higher education institutions has been enlarged continuously, so the number of college students has increased dramatically, thus resulting in the severe scarcity of the resources invested in higher education. A great number of higher education institutions had to apply for loans to banks, then expanded new campus on a large scale. Or local governments made a uniform plan to build College Cities or Higher Education Institution Park. Many problems emerged during the course of building or after the completion of construction. These problems were related to the post-evaluation of investment projects in higher education. This paper makes an effort to study the post-evaluation of investment projects in higher education. This paper consists of three parts. Firstly, a comparison is made between the pre-evaluation and post-evaluation of investment projects in higher education. Based on the characteristics of the post-evaluation of investment projects in higher education, the paper sets up the fundamental theoretic framework for the post-evaluation of investment projects in higher education, i.e. the Control & Feedback theory in the post-evaluation of investment projects in higher education, the systematically dynamic management of investment projects in higher education for steady growth. Secondly, based on the characteristics of investment projects in higher education, the paper constructs the index system for the post-evaluation of investment projects in higher education from the following perspectives: the ratios of teaching resources invested, the quality of teaching, the efficiency of financial resources used, the efficiency of teaching resources used, the occupation of students after graduation, and the condition of financial risk. Finally, the paper applies the financial evaluation methods and the vague comprehensive-appraisal model, based on the level analysis, suitable for investment projects in higher education to the post-evaluation of investment projects in the new campus of Tianjin professional college. This paper also uses positive research methods to perfect the research.
